Reliable and affordable mass transit is a must, obviously - the faster the better.

You probably need to somehow stipulate a basic living income or heavily incentivize wage increases within city limits. You might even be able to tie it to dueling to get a loophole in the fact you're effectively offering Universal Basic Income to residents and snubbing the government while you do so.

Make sure management of communities come from within the community - if no one is skilled enough to do it, encourage workshops to train. Minimizes corruption in the bureaucracy or someone trying to rule over lower-class groups.

Utilities, education, and medical services should be heavily subsidized by city planning if we aren't doing that already.

I would say close tax loopholes for the big corporations but Black Velvet, Kaiba Corp, et all are already footing the bill for all these renovations in their own way, so that part's covered.

I'm sure I can think of more if you give me time, but those are the basics.
