[ So, anyone who has been in the loop of OOPARTS' comings-and-goings has known Onni is working on some restructuring — and a few might even be aware that he's been pressed into it more aggressively since Kamala's little 'episode' and the stress of handling several cases all at once has cropped up. It seems that's hitting the news today. The usual tabloids are, of course, making a big deal over this being the first appearance of 'Prince Katsuyoshi', direct relative to the Empress, since the new Imperial Family took control.
In comparison to his cousin, who has a more 'suitable' forward-facing appearance for the media, Onni looks as he always has - imposingly tall, his copper hair and blue-green eyes giving him a striking figure in a business suit that, even tailored to him (because of course it would be), seems to be a bit tight.
It seems that a lot of the airtime of the conference has been devoted to various questions about being part of the royal family, albeit with no direct line to the throne. He seems to have been very patient about answering them, but now the meat of the conference is starting... ]
Finally, the reason this conference was called is regarding the restructuring of the Supernatural Investigation Team known as "OOPARTS". As many will know, I have often take a deeply direct hand in guiding it — and while I will continue to do so, in order for it to be a model for security in the capital, as well as a pillar of this new era we find ourselves in, under my esteemed relative, I had to let the reins go just slightly.
[ He laughs, hoping the media laughs with him. ]
To that end, OOPARTS, while still being part of Sector Security, now is opening its doors to any and all citizens. The current structure required a heavy workload on all our officers, and with so many hands eager and willing to help, we have implemented a system we hope everyone will find satisfactory.
...Ah, but that said, it is still, admittedly, not perfect, so we may have to make adjustments as we go, depending. Still, I hope you look forward to our efforts in keeping the capital both safe for all peoples - no matter where they come from or what they are - and allowing them the freedom to live how they choose to within the boundaries of the capital.

All in all, it seems to go well enough. There are still many questions, but eventually Onni has to cut them off and tell them that any further questions need to be filed through OOPARTS and Sector Security and will be responded to as promptly as they are able.
It probably helps no one really can keep him from muscling his way off the stage once he's managed to wrap up the conference. ]

- Anyone who has a registered Duel Disk or compatible alternative within city limits can apply for an Investigator's License under the Knights Errant initiative. They will be evaluated by a member of OOPARTS and given a ranking.
- When various reports come in, OOPARTS officers will conduct a preliminary investigation and assign it a category and a rank. Any investigators under the Knights Errant initiative can then choose to take on outstanding investigations as rated by OOPARTS.
- There are two major categories: Standard Investigations and Extraordinary Investigations. Extraordinary Investigations are conducted solely by those within OOPARTS and Sector Security, due to the confidentiality and discretion required.
- Standard Investigations are ranked by letter grade, C-SS, which corresponds roughly to hazard level. Extraordinary Investigations are ranked similarly, using EX1-EX5 grading. An outside investigator can only take on investigations higher than their letter grade if approved by a member of OOPARTS, and only then they may not take on an investigation more than one letter grade higher than their rank.
- There are a multitude of minor caveats that Onni goes into detail after this, namely, to paraphrase: "register the decks you will be using for the sake of making sure if you get mind controlled we catch it early", "if you're investigating something and it takes multiple days we expect a check in once every 24 hours", "if you forge evidence or otherwise abuse the system you will either answer to myself or Katie", and "certain investigations will be age-gated so rambunctious pre-teens don't get in over their heads".
