Adam and I are back from our chat with Mobius. The short version is that Mobius is willing to back us in a "Vote of No Confidence" that'll stop Judgeman in his tracks if we can find hard evidence of Judgeman's shady behavior, but the Numeral Hunter's 'existence' here isn't that. But he's definitely hiding something. Something that, if Mobius' clues are anything to go off of, connected to the Number Hunter.
There's been two squads. There's the current Number Hunter that's here on Earth, and an 'original' squad that apparently ended very, very badly. I don't know the details.
...There's also a noun he mentioned. Ettosyleit. It's not any language I recognize. Maybe someone else will? It seems like something that connects to all of this, it's the only hint Mobius could give us.
Also, there's a possibility that 'Amy', aka the Bujinki Amaterasu currently residing at the hotel, is involved. He referenced the Amenonuhoko and Takama-Ga-Hara, and the fact that Amaterasu's existence is 'myth', which is shorthand for "we've tried to bury it". As far as why... I don't know.
Additionally, there is a chance that Dark Mist isn't dead, but as to why, we aren't... entirely sure. Though its connection to Yuma's number seems all the more pronounced, now.
And we still don't exactly know how the Rank-Up-Magics fit in all of this, either.
We've got some leads to go on... but we've got more questions than answers, too.

It seems to me he's operating on a level very few of us can match, and there's a very likely chance of serious injury when engaging him. Only confront him in groups, and only do so if you're certain that apprehending his is a possibility.
...In addition, while a lower priority than the Numeral Hunter, "Alexandra Grant" is to be brought in for questioning regarding her involvement in these affairs and possession of Number Hunter equipment. Should you need to choose between the two, it is my official recommendation that people pursue the nameless Number Hunter and let Alex escape, however, this does not me she should be allowed to roam free, either.
In any case, give the Hunter a wide berth, unless you're absolutely certain you can either 1) take him on or 2) deal with a very nasty and unpleasant loss.
