I'm back in town. Not for... very long, I've got a lot of work to do, but I can stop by and make the rounds before I do anything too nuts.

We may need to expand to a new building, though, at this rate... Power consumption on that thing's not gonna be pretty, and we're practically maxing out grid footprint and space in the office as-is between the Twelve Peers, the D.D. Cell, and all the other projects we've got going.

Apparently, it was something the Bujin were developing for the Barians, a way to move their world out of chaotic space, and to slow the world's deterioration.
That said, obviously, it isn't finished - apparently the Astrals got to the Bujin before they could put the final touches on it.

...Of course, that puts us in a pickle. The spear would be a great boon to us if it was completed. But the only person who may actually know how to finish the spear at this point is Bujinki Amaterasu, who is, if she's even still alive, deep in the depths of Ettosyleit.

[He moves back over to his desk - lifting up a spear that's taking up most of the space on the table, and neatly leaning it against the side, before pulling out what appears to be a... quite nice box. Not extravagantly decorated, but... nice.]

...I'm one with the Gigantech Fighter, for better or worse. When I went to recover the Ame-no-Nukoko... just trying to maintain Gigantech's Armor was a challenge, I could feel the weight of the bloodshed and the dead pressing down on me.
...I suppose what I'm saying is, this my way of apology. I... was so pre-occupied with my side of things that I had given little sympathy to how you and the other Barians are trying to deal with it.

No, it's fine. None of us... None of us expect sympathy for anything, and we're not exactly searching for it, either. All we want is a way to help our world. A way to survive, at this point.

As far as I can tell, yes. The Heavenly Jeweled Spear - in Japan's own mythology, it stirred the seas and raised the land from them - and I suspect it was meant to do something similar for you.
But, as I'm sure you might be able to tell, it's unfinished - whatever jewels they were planning to use to give it its mythical power - the Bujin fell before they were given then chance to finish it.
